작전 지역으로 가서 그레이하운드 소대와 접속하였음. 체크포인트 지점에 검문소를 설치하고 일주일 넘게 조사를 벌인 결과, 요주의 인물은 특정되지 않았다는 보고를 받음. 한국인 밀수업자: 일명 ‘캐스퍼’는 통합미군형법(UCMJ) 위반 혐의를 받는 내부 공모자와 허위로 수의 계약을 체결하고, 제2군수사령부 관할 구역에서 물자 누락 및 무단 반출을 모의한 혐의로 미 육군 군사재판소로부터 출두 명령을 받은 상태임. 제92조(명령 불복종), 제121조(절도), 제133조(장교 품위 손상) 및 제134조(일반 조항)에 대한 불법 행위로 기소된 S-4 장교는 현재 미8군 장교 수감실로 이감되었으나 예비 심문(Article 32)에서 모든 위반 사항을 부인하고 있음. 공모자의 신병 확보 및 직접 진술이 본 수사 건의 핵심 자료로 판단되는바, 작전 부대를 한국군과의 다자간 합동 임무 부대로 재편성하고, 작전 지역의 재설정을 공식적으로 요청하는 바임.

Upon arrival in the designated area of operations, contact was established with Greyhound Platoon. A checkpoint was set up at the designated location, and following over a week of screening and investigation, a report was received indicating that the targeted individual could not be positively identified.
The Korean smuggler known by the alias “Casper” has been issued a summons by the U.S. Army Court-Martial on charges of conspiring with an internal accomplice—an individual in violation of the Uniform Code of Military Justice (UCMJ)—to fraudulently enter into a sole-source contract and to orchestrate the loss and unauthorized removal of equipment within the jurisdiction of the 2nd Logistical Command.
The S-4 officer indicted under Articles 92 (Failure to Obey Order), 121 (Theft), 133 (Conduct Unbecoming an Officer), and 134 (General Article) has been transferred to the 8th Army Officer Confinement Facility. The officer has denied all allegations during the Article 32 preliminary hearing.
Given that the apprehension and direct testimony of the civilian co-conspirator are considered essential to the ongoing investigation, it is hereby requested that the operational unit be reorganized into a multilateral task force in coordination with Republic of Korea forces, and that the area of operations be formally redefined.
